Link suggestion is based on the words/phrases and keywords. But without any word restriction. So if the "create links" is your keywords you can see "Creating links from your own content" is being suggestion. The idea is to set a criteria in the custom setting areas to limit the amount of words between the keywords so you have more refined searches.
